Mark Berrelez



Mark Berrelez joined the City of Tolleson in September 1990 and currently serves as the Utilities Director. His responsibilities encompass the design, development, operations, overall administration, and delivery of water and wastewater services to the residents of Tolleson, as well as wastewater services to the nearby cities of Peoria and Sun City. In addition, Mark ensures that the utilities division meets strict city, county, state, and federal standards.

During his tenure at the City of Tolleson, Mark has worked his way up through the ranks, starting as an operator at the wastewater treatment plan and then progressing to a water and sewer supervisor, which led to the his current role. He is a firm believer in mentoring and cross-training staff to ensure career development for his employees and guarantees the continued viability and business continuity of the department.

Mark has been involved in many initiatives while working with the city, including renegotiating the Palo Verde Nuclear Plant contract for use of treated water in the cooling towers. He was instrumental in upgrading the current wastewater treatment plant through capital improvement projects to ensure continued compliance with governmental standards. Further, he negotiated with the City of Phoenix Water department to gain access to Tolleson’s Salt River Project allotment, which will ensure adequate water availability for future growth, and led initiatives to improve the drinking water quality in city-owned wells.

Prior to working with the City of Tolleson, he worked for four years as a maintenance technician with America West Airlines.

He has earned a Master of Public Administration from Arizona State University, a Master in Education, Counseling, and Human Relations from Northern Arizona University, and a Bachelor of Science in Pre-Law from Arizona State University. Further, he holds Water and Wastewater Operations, Wastewater Grade IV, Water Grade IV, Collections Grade IV, and Water Distribution Grade II certifications.

Mark is also a member of numerous industry-related associations, including the American Water Works Association, Arizona Water and Pollution Control Association, Water Environment Federation, National Association of Clean Water Agencies, Arizona Small Utilities Association, Arizona Water Reuse Association, and American Society for Public Administration.

Mark volunteers as a fundraiser for St. John Vianney Catholic School. He is an Arizona native and is married to his wife, Cynthia, with whom he has two daughters and twin sons.
